A, what's that on my coins B, can i get rid of it ?

If it is plaster (assuming your not meaning a first aid plaster) then its going to be abrasive so either soaking or dissolving would be appropriate. Agitating the plaster could damage the coins.

Have you purchased recently and noticed upon receiving or have you had them a while and it seems to have appeared?

Soak in boiling water with some washing up liquid. Left overnight will not harm them, although any positive effects will stop working as soon as water is cold. 

If that doesn't work, then next step will be chemical and best left to the pros if unsure.

Question, if a coin is cleaned as above with boiling water and soap then subsequently submitted for grading would it come back as “Cleaned”? Not that I’m planning on doing it just curious.

Absolutely not. Just never scrub the coin.

That's a good question. At what point does a coin become cleaned from one that has had a quick wash in water with a drop of washing up liquid?

As soon as you start wiping it with an abrasive cloth/cotton buds etc

What if op leaves coins soaking in warm water overnight and they dissolve. Will TSF compensate for loss?

These may have been kept in one of those folders with slots for coins, that can leave a residue if the plastic is not inert with no pvc 

I am sure I remember a previous post in the last few months with exactly the same issue so may be worth doing a search on the forum to see if that person managed to get theirs sorted
