INTERNATIONAL SILVER HALLMARKS?

FOUND THIS CANDLE HOLDER IN OUR GARAGE, WHICH WAS OWNED BY MY GRANNY POSSIBLY. I AM HOWEVER UNABLE TO RECOGNIZE THOSE HALLMARKS, WHICH IS WHY I WONDER IF ANY OF YOU CAN HELP IDENTIFYING THE ORIGIN OF THIS ITEM AND IF SILVER.

I'd say that was a makers mark, not a hallmark.

If that is the only mark, it is not silver.

People will be more than willing to help if you ask politely, or introduce yourself.

can assure you did not mean to be offensive or impolite. perhaps to "lazy" to type..;-) 

Also wish to also thank you for your responses to my question. i could not find any more marks or hallmarks other than the one pictured. i tried using "carefully" Brasso on a small spot to see if i could remove the plated silver, but strangely enough it did not remove anything. i repeated this step various time with the same result. Now i know as much as i did before and i seem unable to determine if its silver or not..perhaps any of you knows more "please" or direct me where to check? "please" ;-)

i am also taking this opportunity to wish you all a blessed New Year coming filled by success health and happiness.  :-)

An acid test should answer the question.  It will damage the item though.
