So, buying from the US I'd probably have to pay around $82 USD and shipping - that still seems like an awful lot to pay for 1 oz of silver in hopes that it will go up in value.  I saw that they're going to release a not proof version, so I might wait for those to hit Apmex, but I didn't see anything about those being strike or even limited to a single year?

If you create an account with a US address and log in to the Royal Mint website, all prices will be displayed excluding VAT. For this coin that is £68.75, so around $88. You would also need to pay £12.50 for shipping. Especially if you are thinking of purchasing just this coin alone, APMEX will almost certainly be less expensive net of shipping costs.

But, will it ever become available through Apmex?  It sounds like it's going to be very limited.

There's no way to be sure, but I think it's likely. They've had all the recent Royal Mint silver and gold coins (usually not the cupronickel BUs). The recent Captain Cook £2 silver proof is still in stock at APMEX, as are the Royal Air Force coins. They did have the £5 King Canute coin (same specifications as the raven) last year, and I believe that had a lower mintage than the raven at 3,000.

If you want silver at a low cost, but bullion locally in the US or follow advice above. Hard to know what your intentions are.
