Unknown hallmarks

I'd like to find out more about my set of spoons. They are silver plated, soup spoons but I do not quite understand what the flower hallmark mean - it probably stands for a city. I also want to know who was the producer (J.P) and what year is it from. Are they unusual spoons? Thanks

Im afraid these are not unusual spoons, very common and the marks as far as i know are just pretty marks to give the look of a silver hallmark.

Yes those are an old trick for making people think they are hallmarks. Probably silver plate.

The EP will stand for Electroplated - you can see the base metal underneath where the plate has worn off.
