What I was getting at is upon receiving such news, in a real market, the price should have gone up. Maybe not by 2% but certainly not a fall.

Ofcourse you are right, but the fact is also that a lot more things have influence on the silver price.

Sometimes the market prices things in on the news sometimes before it is confirmed sometimes it's a gradual or delayed reaction. But like PolarPanda said there are various factors to take into account.
