Its a very common design and many variations of it exists by many US private mints. Hard to tell from just the photo. I suggest you try a magnet test, weight test, and a specific gravity test if you dont have access to an XRF or a sigma. There are many fakes of them unfortunately. 

It looks like a Grammco ( Great American Mint) design - but I am not aware of a pre 2001 one by them.
