Just joined, the question was asked how did I learn of the site BUT it said I could not reply?? I guess this is common and its just unfamiliarity, is it

Strange. Have you already sent a lot of private messages? Members who sign up are initially put into the 'new members' group after a certain number of posts their account is automatically upgraded to a 'member' account.

New members have smaller allowances, they are allowed to send private messages, but the amount they can send in a 24h period is limited. There is also a limit between PM's of 2min, so perhaps you PMd someone and then immediately tried to reply to the welcome message?
