Help to identify hallmarks

Hi, 

I'm currently running an inventory for my deceased grandmothers estate, and was looking for some guidance on a set of what I believe to be silver spoons. I was therefore wondering if someone would so kind as to to assist me in confirming what the hallmarks mean i.e. date, makers mark, country of origin etc. I've attached a few photos for reference.

Unless I am mistaken they are not UK Hallmarks - I cannot see an assay office mark

Hard to tell from the photos but the last photo suggests to me that they are silver plated maybe?

It's just the black spots on the spoon.

They certainly are not UK Hallmarks, here is a cheatsheet of all the UK Hallmark info.

If i had to guess (and this is a guess because i dont have time to research) I believe these may be "lookalike" hallmarks, basically marks that dont really mean all that much and are meant to look like hallmarks. 

I may be completley wrong though, and i think with research you could work out who made them.
