Acquired this today, sadly been handled. 

Not sure if it can be conserved, although a similar quality coin that I sold earlier in the year achieved PF70 after conservation. 

What would a reasonable selling price be? Looking for advice from more advanced buyers than me as I don’t deal much in proofs

If you bought it right, I'd take the risk and conserve/grade it.

However, there were so many problems with these and many were sent back so if it 'doesn't make the grade' then I don't think there's much to be made after your costs.

Prices for these not my area sorry. @fehk2001 would have more idea.

Regarding conservation, I don't believe they can remove scratches like those and would be absolutely amazed if a similar one could ever achieve grade 70
