The double being a larger coin would be a coin more difficult to get in a PF70 grade I feel too. I’d have loved the Double but I don’t have the cash 💵

This suggests individual boxed £2 mintage of 2000.

http://coinparade.co.uk/1989-gold-2-pound-coin/

this suggests 3 coin sets of 8k and 4 coin sets 5k

http://www.mjhughescoins.co.uk/royal-mint-gold-coin-sets.html

This suggests 10500 sovs individually made

https://goldsovereignexpert.com/coins/339/1989-Gold-Sovereign/

And this agrees with the above set numbers to make  23.5k in total 1sovs made

https://www.whatdotheyknow.com/request/394501/response/962570/attach/3/Sovereign mintage figures.docx?cookie_passthrough=1

So total 1sov about 23500

total 2sov about 15000

Yes I’d agree with 2k single boxed versions but as your figures suggest the rest were in sets of 3 and 4 coin sets

Where do you get that 2 sov figure from @richatthecroft, it's 17,000 on Chards site. 🤔

Here’s the source- refers to individual coins https://en.numista.com/catalogue/pieces14388.html
