Is it worth buying graded silver rounds?

@Agpanda would be able to tell you better than me. 

I know some of the early 80's Pandas have low mintage.

Pandas from 1989 to 2006 have low mintage

Graded silver coin/round and it milk spot or tarnish then lost the premium on the coin and cost of grading. Never bought graded silver coin and most likely not buy one for reasons above.

Slabbed coins will still milk / spot / tarnish just like non slabbed. 

I've never seen a slabbed coin tarnish. Milk spots are a different story, but tarnish shouldn't be happening in airtight containers.

Do you really mean rounds, or are you talking about coins? Rounds are not coins – they're privately minted coin-shaped bullion. They have no face value since they're not coins. They just have the mint/refinery name, purity, weight, etc. Pandas aren't rounds. Examples of rounds: https://sdbullion.com/silver/silver-rounds/1-oz-silver-rounds

Well, grading is done by apperarance, so especially with silver, which is prone to tarnishing sooner or later, it depends on your time horizon. The longer you keep these, the higher the risk of them losing worth. So if you wanted to flip them somewhat quickly this would be only a small gamble, keeping these for your pension in half a century would be a large gamble which I personally would not make.

It is different with numismatic pieces, i.e. coins that have been in circulation, which possibly already developed a patina. These win by grading.

A standard (bullion) investment coin, like a silver Eagle, not so much.
