They are not UK hallmarks, look quite Germanic but I have no idea!

That's a bear?  With three legs?  he must be hung.  I thought it was maybe a birds head.

Maybe the Forbes silver company silver plate?  I think they used K S In and a birds head but the head is too worn to see it all.
