That sucks...  Doesn't matter if its "only bullion"  Its new, and its a stamped coin. It shouldn't be damaged fresh from the mint. I would send it back. I have old poured bars that look better than those... Which dealer did you buy those from?

Bullion Exchanges.  I blame the mint.  The tube was sealed with the mints security label.

I realize it doesn't really matter, as it is bullion...but, I just find it annoying my whole tube had this same blemish under the U.  At least I only had one milk spot.  Alright, I'm done complaining.

Really bad luck.
My Krugs are beautiful so that doesn't help but shows the luck of the draw.
I complained about a new 10oz Queen's Beast on this site bought from our very well known main dealer across the channel.
They said any Mint producing bullion can get away with dings, scuffs and the rest as they do not guarantee perfection unless the coin is a proof.
That sucks when you hand over good money for brand new coins but getting a whole tube is pretty poor.
Best of luck trying to exchange.
I've got a full tube of really badly milk stained Maples ( only one tube thankfully ) so you are not alone in the stacker community.
