The only potentially good thing about Brexit might be that we have a free trade agreement with other countries, not sure if this benefit will be outweighed by the lack of access to EU trade area though is the question...a debate for another time - bottom line is drinks are on me at the Royal Mail tonight.

It is a handling fee. The £4.63 goes to the VAT man and Royal Mail pockets the £8 for their time.

Straightforward handling charge for processing a VAT invoice or an import duty invoice even if the charges are nil.
Applies to all goods that are shipped from outside the EU and takes no notice of the value of the goods.
Really sucks on low value items but had you chosen another method of shipping by one of the well known couriers the handling & processing fees would have been considerably higher.

It’s import VAT rather than sales VAT.

I'm a member on another forum where members buy a lot of stuff from China (not metals) and the post office is really clamping down on this lately , hardly any parcels are getting through without charges .

You really need to know what you are importing, if it is exempt or not, if bringing the item in through say Holland would be cheaper, knowing the commodity number etc.  It is your responsibility

I've never understood how they can justify those levels of fees. I regularly get items sent to me from Canada which means I have had to pay more of these than I care for. Royal Mail is actually cheaper than the couriers as I seem to recall being charged £12 - £16 by various couriers purely for handling. I understand there is some effort they need to make to collect the funds and forward them on to HMRC but these charges really do take the piss. What is worse is if you shouldn't have been charged and successfully get HMRC to issue you a refund you don't get the handling charge back.

Yes it used to be around £13 if the item was sent using some priority postal methods which is a bugger when you buy something from ebay and they just round the value to the nearest 10 (e.g. you pay something like $19.01 and they round it to $20) and this puts the value just over the current £15 limit.
