What are these please?

Found amongst some family belongings, please can somebody help me identify what they are?  Both are less than 2” in length.

The shell item is hallmarked, but I am clueless. The bar doesn’t appear to be hallmarked but it slides down to produce a sharp spike.

The sharp pointy thing is a retractable tooth pick. The shell tongs were probably used for sugar.

Ewwwwwwwww.  However thank you so much.  Yes I thought of the sugar cube thingy, but couldn’t imagine anybody would have such a need for it being so small, or indeed, lockable etc.
