Found amongst some family belongings, please can somebody help me identify what they are?  Both are less than 2” in length.

The shell item is hallmarked, but I am clueless. The bar doesn’t appear to be hallmarked but it slides down to produce a sharp spike.

The sharp pointy thing is a retractable tooth pick. The shell tongs were probably used for sugar.
