This is not the easiest of marks to decipher
The Lion Passant is Sterling silver.
The anchor is Birmingham
The year marks are P and O - these could be 1913 and 1914 or 1938 and 1939. These particular year marks are very similar.
The year issue is resolved by the marker's mark.

This is Arthur Price & Co. This company was not registered in 1913 / 14 but it was in 1938 / 39

So this is Birmingham Sterling silver from 1938 / 39 by Arthur Price & Co.
