I missed this coin when it was released last year.
Would be willing to pay approx. £800 plus or minus, for a PF70 complete with box, etc., from a forum member of good standing.  Proportionately less for lower grades or ungraded.

My account manager described it as a "reverse proof" to me over the phone, i wouldn't really call it that myself.  As you say fully frosted or matt 
I wonder what NGC will class them as when graded
