What is the Royal Mints Problem?!

I was just watching a video the Royal Mint put up the other day called "The 2016 UK coins from The Royal Mint" (I will put it below) 

As I was watching I was thinking "god, why do they always have to play it so safe and boring with their designs" then this coin came up..

Wow! I thought, now there is a design 

Then the voice over says "only two are available for private ownership" :|

What is their problem?! 

They make a beautiful modern looking design and they don't even offer it for sale

The only other good design they've done since Brit Proof 2014, the queens beast, they've only done in poor quality bullion, why didn't they release them in proof straight away?! it was an obvious winner

I don't know who runs the Royal Mint but they need some fresh blood in there.
