Libertad Frosted Surface Question

I have a 2 ounce 2017 Libertad that I bought from a reputable dealer web site, one of the majors, and it has this discoloration or breaks in the frosted surface around parts of the rim of the coin.  It just seems like it got worn off from being in the mint roll or tube.  The discoloration is only on the rim and it's just kind of a darker toned silver color.  I'm mostly curious because it makes it appear like there is a coating that gives it the characteristic frosted look, similar to American Eagles.  Can anyone confirm exactly what the nature of this facet is with the Mexican Libertad?
