Well deflation is a decrease in the money supply, leading to falling prices, bankruptcies, bank closures, ATM freezes, wide-scale unemployment etc. 

This is an environment where currency becomes king, at least temporarily. 

After that we'll find out what the stimulus response will look like.

can deflation be a decrease in the flow of currency?

unlike old money(gold and silver) currency is more flexible

in it's circulation as it has no physical metal backing it.
